	One of the great successes of the environmental movement has
been the requirement that proposed governmental actions be preceded
by environmental impact statements.  An exception has been that
actions allegedly on behalf of the environment have often not
been accompanied by such statements.

	The enclosed article by Michael McCloskey, Executive Director
of the Sierra Club, which appeared in the April 1976 issue of
the Loma Prietan, is the closest thing we could find to such
a statement on the part of the backers of the Nuclear Initiative.

	Enclosed also is an analysis of that statement by Professor
Holt Ashley of the Aeronautics and Astronautics Department of
Stanford University.
